Can I make reference to other hubs?
I have read all I can about this but am still not clear. Can someone please clarify for me?
Is it okay to make reference to other hubs in my hub?
In some instances I might want to give a very brief summary and then anchor text the name, OR, just use the title as a reference at the bottom of the article. I see it as promoting the other hubs, but maybe there are aspects I have not thought of, yet.
Should I write to each of these hubbers and formally ask permission?
I'd appreciate some help with this.
You can link to other Hubs (as with all links they should be directly related to your Hub), but it is good practice to ask for permission from a writer if you would like to use any of their material.
As long as you are using the hub in context within your hub it is fine. I wouldn't reference a hub in a negative light, nor would I take any of the content from the hub and put it on yours.

Did you wait until you had plenty of hubs and the ad accounts activated before you started promoting your hubs or did you start promoting right away?
