New to this site: Does the blog have to be informational or can it be an anecdote? with a lesson?
I have ideas but I see a lot of tutorials and how-to guides but not as many anecdotes when I'm perusing the list on my landing page.
HubPages isn't a blogging site. It's a writing site, for articles. That's why you're seeing so many tutorials and how-to guides.
I agree with Lisavollrath. Anecdotes are fine when appropriately used in support of a tutorial, how-to-guide, or informative article. They can help improve credibility, readability and tone when used correctly. But, it's typically better to err on the side of too little anecdote than too much anecdote.

What sites exist that are free to use, that allow writers to create any content (like HP), where you can make money?

QAP just flat-out rejects those now. Even when the article content delivers 100% on what the title promises. I'm just not wiling to spend the time and labor to add another 300 words of what would be pure fluff and BS...
