Write quality articles, follow other writers, share their hubs, share yours but don't get spammy, be patient and tenacious and stick with what you know and are passionate about - eventually you will get an increase in traffic.
I don't use this approach but social networks like Facebook and Twitter you can promote your talent,but just don't go overboard, otherwise given more time they will increase in traffic normally.
Networking on hubpages can be really good as well! Just don't go overboard as people might think you're being annoying. Good luck
