Would you write an article/hub on building a device that if used carelessly could kill? All common components and available to most everyone, but it would take some energy to gather them or find them. Not a weapon, but oddly enough a woodcraft device.
Writing here on Hubpages, most if not all the people are going to find your article through search engines. This means that they know what they are looking for. Why not provide them with guidance instead of having them read something else which is not well written, thereby putting themselves in danger?

If it is something that people seem to be searching for, isn't a weapon, and has a non violent/objectionable use. If a lot of people are searching for it, and there is risk involved, or you have stats suggesting the number of people hurt or killed when it was built or used improperly - then I agree with Brandon. Write an article detailing how to build it/use it properly, with details of what can go wrong and how to prevent these things from happening. I don't know if it is something that can harm or kill people, if HP will let you otherwise publish it here, and if you just don't mention this when it is a risk you would be putting others potentially in jeopardy. Just consider carefully what your purpose of publishing it would be and could it do some good by preventing the risk your concerned about.
I think its a non-issue. Tools are tools, writing about using them for their intended purpose is fine.
I appreciate everyone's replies. And when I am done building this one, I will probably make an article about it. As stated, curious on view points - no matter what I am making one for a project I am working on and at least one of my friends will get use out of it. Just cautious because it could kill someone if they weren't being careful while using it.
