I've only submitted two articles (well, I just launched a third one tonight). The first was merely featured and the second one was picked up for the Pet site without any action on my part. I noticed the button to "Submit to a Network Site" and was wondering if that is something folks do on a regular basis or? Sorry for the silly question. Just barely getting my feet wet here!
You can submit one article every two weeks to the network sites. If it needs to be edited, the editors will let you know. You can let them do it, which I understand can take weeks. Or you can ask for help from the forum on what needs to be changed. The best traffic comes from hubs on the network sites. This is my understanding, but I have been here only 7 months.
All new articles are assessed for suitability for a network site without us having to do anything other than publish the article. As Doneta, says, the Submit button can only be clicked once every two weeks, so we don’t want to waste a click. The button is meant to be used for old articles that haven’t been switched to a network site.
The situation is a bit different for you because none of your articles are old. What I would do is wait for at least two weeks to see if your first article is switched and to see if you get an email about it from HubPages.
If nothing happens and there’s no email from HubPages, I would assume that the article isn’t suitable for a network site at the moment. I would then edit the article (or perhaps ask for suggested edits in the forum) and afterwards click the Submit button. This will cause an editor to assess the altered article. Hopefully, they will then switch it to a network site.

Is a new hub automatically considered for a niche site without me doing anything? I am not sure what the rule is about this.

About a month ago I submitted a hub to a network site, but I never heard anything back about it. Usually, I get an email saying it was moved or suggesting changes I should make to it. I kept checking my email but heard nothing. Yesterday, I went back to that hub and clicked the submit to network...
