    Is it mandatory to write 700 words to post an article in topic.

      I believe that the range between 700-1500 words gives a better chance for you to show up on google's algorithms. Correct me if I’m wrong, but I guess that it helps you to rank on the search engines page as it tends to show up the pages which are much more relevant to what the individual is searching for, and the more the number of keywords, the easier it gets for google and others to show your page accordingly.

        The average IMHO seems to be 2500 words.                                  But the article must meet search terms. Nowadays, research reveal long term key words can make your articles show up better in SERP.                                  Nevertheless, stuffing articles with keywords attract the anger of search panda. Each paragraphe should contain 1/4 of key-word. Some writers prefer this to be in the subtitle or subhead. And all this depends on the ever changing Google's Algo.                                   If you write an article per Google Suggested, it would show up better on SERP with 1500 words than a 2500 words that you venture upon.

    It's not mandatory, but you should aim for a minimum of 700 words, preferably more. The reason is that you get paid per impression. An impression occurs when someone stays on your page long enough to see the adverts. If they skim it quickly, you don't get a payment for that view.

    Therefore, the longer the article, the better written and engaging it is, the more you will earn smile

    Bev, I believe HubPages peg the minimum numbers of words to between 860 to 1200 words.                                      This too is not mandatory. Thank you.
