A pretty obvious question, really. Is it allowed? If yes, is there anything I need to consider before going ahead?
You sure can. You just need a different email address to register the new account. However, the way HubPages is set up these days, most people don't need to do this.
You can create different bios for different topics, and when your articles move to niche sites you'll have a bio page on the niche site that includes only your articles on that site. In other words, your articles are already effectively separated by topic, which is presumably what you'd be aiming for with a new account.
Plus, with separate accounts you'd have to wait for each one to hit $50 for payout.
The only reason for separate accounts would be if you are well-know in other places on the web as an expert on a certain topic. Or, if you worry about people searching for your name and associating different topics. For example, if you write about financial advice and you don't want that name also associated with your writing about UFOs.
The answer Eric gave you is excellent. If you decide to follow his advice and use just one account, the only thing I would add is that you write your profile description in a general way so that it applies to all the subjects you write.
The reason is that the profile description is used in all your niche profiles. Of course, you also have the individual author bios that appear on top of each article. That’s where you can mention specifics about your authority on each subject.

That’s what I said. You can create up to 100 author bios, so you have one for each category to place in your individual articles.
However, the point you missed is that you only have one profile description that is used in all your niche profiles. That’s why I said you need to make that more generalized.
When you click on your name on any hub that’s in a niche site, you’ll see your profile for that niche. Then you’ll understand what I’m talking about.
I have 11 accounts, though that's too many really. I set up some during the subdomains debacle when traffic was rocketing and crashing all the time, I didn't want all my eggs in one basket. Then I had 2 Squidoo accounts migrated over here.
It's a pain in the ass having to sign into them all though and I get 11 weekly newsletters!
Only good thing is that you can theme them, though it's less use now with the niches. It's also slightly easier to see what's going on when you've got more smaller ones than one big one!.
I have five of them but only make money on three. This account I'm using now is my main one where I publish the most.
Niche-specific accounts I think were a good idea during the sub-domain time, as you point out, but, yeah, now it seems it's less necessary considering we have niche sites.
