What matters most between the quantity and quality of articles on hubpages?
It's not either/or. Both are important.
If your writing is not of good quality then your articles won't be accepted for the network sites.
If you don't publish enough articles, you won't get sufficient traffic to get paid.
I had a professor who once said you can’t get to quality without quantity.
Quality is important. I suggest perusing writer's profile pages. Notice their ranking, number of articles and if their articles are on Niche sites. How many views? You'll notice that there is something common about the one's that are mostly Niche sites and have high rankings. It's not quantity though it helps.
No expert here, yet it depends on one's capabilities, goals, and priorities in my view. By that I mean there is average writers, less than average, and above average. One writer's goal may be to make money while the other is joy of writing itself while hopefully a combination of both. Priorities at times depends on goals. Some writers have life demands like regular jobs and family responsibilities so writing articles may not be a priority unless the need of the goal is more money vs. supplemental income to go out to dinner more often.
One needs to be very familiar with the English language as well as formatting article content. And, then there is learning basic SEO skills and learning how to use them.
For a glance at how HP views that take a peek at HubPages Writing Style Guide. It will take you a minute or two just to scroll through it. For that matter become familiar with all the articles at the HubPages Help/Learning Center The experienced may do this naturally, yet the novice will probably need to write many articles to become proficient at it.
Progress will be measured with each article's progress through the QAP and niche site acceptance of course with failures and editing to reach the goal of successfully achieving it. Thus, experience is gained. Then quality becomes natural and quantity lessens except if money remains the goal.
Yet, remember I am no expert . . .
Quality is generally more important in my view.
If your aim is to get lots of views and make money, ideally you should plan your articles regarding keywords/topics etc. and execute them in such a way that they will do will in the search engines. All this stuff is in the HP learning center.
A relatively small amount of articles (ten or twelve?) can potentially get you hundreds or thousands of daily views. The problem is that it's an inexact science, so no matter how good you are, most articles will tend to perform in a mediocre way or flop.
You generally need a certain amount of articles to succeed. But you can also write hundreds and not really get anywhere, unless they're targeted and well executed. Read HP the learning center for advice.
Quality but also topic.
There's no point writing the best article ever on an obscure topic that no one is going to look for.
I don't agree it's true that you need a significant number of articles to make money- you theoretically could with one very popular article- but you might need to write several to work out what works, and it's better to have a range of articles that make money so that if Google stops liking an article you wrote, you still have others.
I'd say both for the most success, but each article that's going to make you money has to be high quality.

When it comes to article submission?I cannot tell how you randomly I came across an ezine article and weirdly had been reading something similar elsewhere. It was only when I landed on the ezine article that I first realised that it wasn't entirely the work of the author. I checked a little more...

I've been on HP since October 2015. I've written a fair number of articles. I understand I haven't been as active lately, but I am getting what might as well be no traffic. The only time I seem to get any traffic to speak of is when I am actively promoting my hubs, and even then it only lasts for a...

I need some feedback from new and well-established hubbers on the target number of articles they intend to publish in 2020.

It looks like a fourth of my feed lately is comprised of new people wanting the rest of us to tell them how to write. All day I get request after request for help on passing the Quality Assessment. I mean Really? Many of your requests are just one step above being a jumble of mis-spelled words...
