I read that 4 times and I still didn't get it, do you mean paying for advertising, if so, there is an advertisement link at the bottom of the page, but it could be a pricey deal!!
I didn't get what you mean by premium account. So here is my reply on how to set up amazon/ebay for your hubpages account.
If you want to put amazon ads on your hubs then you need to sign up for affiliate-program.amazon.com. Then use the affilate ID to save in my account> affiliate settings.
Same with ebay, you need to sign up with them. Look for ebay affiliate link at the bottom of ebay site.
For your own site, you can use yieldbuild.com and sign up with multiple publishers to show ads on your own blog (not hubages).
What exactly are you asking, then we should be able to help.
There is not a Hubpages premium account.
