According to google, Indians and chinese must own website and domain must be registered for six months atleast before applying in Google Adsense?

Yes, that is true!
This happened due to relentless spamming and click fraud that happened in India and China - on a rather large scale.
Now, you need to have a self-hosted website, at least six months old, to get approved for adsense. Some people have reported success from Blogger.com blogs, but I am not sure about that. You can try that way - but please be careful about the quality and quantity of content - you will likely need both in plenty!
Hubpages, as a premium publisher, has special arrangements with Google for approval form HP profiles. However, some Indian hubbers have not succeeded that way either.
This is a recent change with Adsense. HP staff is working with adsense to get hub writers access quicker but as far as I am aware it has not been corrected yet. You can contact HP staff for assistance with this one I think. I was looking for a similar post from a few days ago that the staff commented on but did not find it I will continue to look though.

The reality is that Google has been flooded with poor quality sites and lots of click fraud schemes from those countries. So, they modified the rules so that new affiliates must have six months of web presence and history before they would consider the eligibility of the new applicants from those areas.
I just happened to look at some of your hubs - and you have hubs on exactly this subject - getting approved for Adsense!
Yes siddSingh, those hubs are 100% true. Because i am an indian and i own a google adsense account without owning a website.
Now i am confused that google is not approving application from india and chaina, then why i got approved? Google is not following their rules?? May be they have removed this type of ban from india and china. . . .
This is not going to be changed any time soon, if you are Indian and can display that you have around 6 months of Hubs you should be accepted.
However the 6 Month waiting period will most likely not be removed.
This 6 month wait is so that the writers can demonstrate that they can write coherent English, rather than write intelligibly, copy content from other websites, and so forth.
The 6 month waiting period was for the most part brought in because the majority of DMCA notices that were sent to Adsense where against Indian and Chinese website owners, this created a huge amount of workload for Google who had an obligation to advertisers to not display their adverts on illegal content websites.
There was a press release around this released a while back (I have Google on my stocks watch list).
Ok thisisoli, i got approved after 25 times, but without owning a website, without waiting 6 months.

Adsense looks for quality, if you provide it when they check, then i guess you must be exceptional!
It's interesting to note you were accepted after 25 applications, it is generally regarded that multiple applications are more likely to get you blacklisted, I guess that was just a rumor!
Also when did you apply? the 6 month wait is rather recent!
One thing more, Now its not compulsory to wait for 6 months. My friends got accepted even in two days. I think they are now accepting mostly.
Before the was only accepting 30% applications but now they are accepting about 80% apps. This may be because there are now lots of publisher's program over WWW. They are losing their publishers, so they decided to accept mostly.
