There is no one best place for backlinks.

You should use a combination, preferably from sites/pages of related content to your respective Hub.

I've gathered all the ones that are Hub Pages friendly and posted them to a Hub.

Diverse your sources of backlinks but the best backlinks that coming from high author sites specially if it come from .edu or .gov related site.

.gov and .edu has no effect on backlink value, this was a mistaken assumption some time ago but has since been proven to be false.  The only reason this was ever close to correct is because .gov and .edu tend to have higher quality sites.

fiverr.com is cheap for backlinks, but its still good to just write and submit articles. I have always had good results doing that
