I tried signing up for AdSense. However, when I entered my 5 digits phone number, I got a message that I already had a Google account. I don't remember having one. Now, I don't know how to sign up for the AdSense program.
The message that you are getting means, with that telephone number an adsense account have been registered or application is still in unapproved state.
If you have applied already you can resubmit the same appication. Check your mail with which you have tried to register Adsense. There may me some mails from adsense
