Anyone can ask, if they want, to request a hub from you at any time! you dont have to sign up to anything, They can just click on the "request a hub" from you at your hubs, or profile page.

Sometimes I stumble upon a HubPages request that could be answered by a Hub I've already written... but of course I couldn't submit another such Hub. There should be a way to use a Hub already made in order to answer a request.
