Can I take some of my low scoring hubs and rewrite them and submit with a new titles, while removing the old hub??
You can rewrite any hub you've written. You don't need to ask. You also don't need to unpublish them either. You can just edit them and then save the changes to them. When finished, click on done editing.
And, yes, you can change the titles. You cannot change the URL though.
