Sorry, because of rule violations associated with your account or ip address, permission to publish new hubs has been revoked. You can still edit your existing hubs and save your changes to this hub by clicking the done editing button. Your right to publish may automatically be restored through time and adherence to the HubPages rules. Fixing or deleting existing flagged hubs may also help.
If this is your first hub you are trying to publish and you don't have a bunch that have been unpublished for rule violations, I would suspect the ip address.
Are you using a public computer? That can sometimes be a problem, as can a friends computer that has been used to violate HP TOS.
It's my personal laptop and yes it's my first, So how can I fix this problem?

Just to be sure (I'm new here)... Is it ok to publish at least one hub at a time, while waiting for them to pass the Quality Assessment Process, or do I have to wait until a hub is featured in order to publish another?
