Whenever I try to share my own hubs keeping in mind my new followers I receive a warning saying too much of sharing is not encouraged and I step back from doing so. What I notice is many hubbers do so regularly then why do I receive warning? Is it that every hubber gets the warning but is it right to ignore it? Is it acceptable to HP?

Your hubs are automatically shared with your followers. Everyone receives the same warning...
When you answer comments left on your hub I believe it is sent back into the feed as showing that you've shared it. This could be why you see so many hubbers with the same hubs regularly popping back up into the feed.
