I understand the concept of Search Engine Optimization (SEO). However, some of the techniques such as repeating a key phrase in a level 2 and 3 heading do not appear to be available on HubPages. With the limitations of HubPages, What is The Best Way to Make a Hub Search Engine Optimized (SEO)?
Put keywords in the title of the hubs. And then use the keywords again in the subtitle of the text modules. You can break your up into multiple blocks of text modules. Each text modules allow you to have a subtitle for each module. Also work some keywords into the paragraphs of the text. Add one or two links to relevant other hubs or site that is relevant to your Hub topic.
Make the article search engine optimized with the right kw density, kw appearance in first and last paragraph, as well as in titles.
Break the article into several capsules and place the kw in the title of every capsule; they serve as h2 headings.
