I don't understand what you need but you can contact hp. Bottom of the page click 'faq' onto the right of the faq page you will see 'report a problem' 'contact us'

I don't know what you are talking about - really - but I would need more info as to what is going wrong.

It seems to me that when trying to start a new hub that you get an error - if so then that means there is already a hub with that address and you will need to change it. When creating a title, hubpages automatically tries to create a url using your title. The error can be fixed by changing the auto-generated url to something else.
For instance lets says the following URL is already taken:
just change it so that it is different
