my heading of my writing Women in Development is a common one and the content of it is the government introduced programmes, i just put in order..is it considered duplicate?
I'm not sure but usually it is good to refer to two to three sources for a topic and make sure that no four words are the same in succession from any of the sources.
You should rewrite it in your own words and quote a small amount.

I just wrote a quotes hub and it says duplicate content - which I can understand as probably 80 % of the hub is quotes copied and pasted from the internet. However is this normal for quotes hubs and do you ask for the duplicate content penalty to be removed or just carry on and ignore it!
