Any solvent can dissolve a number of solutes and these solutes can precipitate under many physical as well as chemical conditions. An example is a organic solvent. Now may see something dissolving something like acetone may dissolve tar but not observe precipitation.
Water and inorganic solutes like table salt are an example where we can observe precipitation.
We can observe the same thing in many other solvents like acetone and gasoline for example and they will also dissolve inorganic materials also. It is just not as observable as water.
