Both. In the main, they are telling the truth about ecology, and naturally they want more money for research.
The climate/weather thing, on the other hand, is questionable. That is a "smokescreen". The reason that gets so much attention and money is that politicians love that issue. It allows them to beat the drums for all kinds of controls.
But, the REAL problem is the OVERPOPULATION that leads to resource depletion and pollution. But the politicians are not going to even acknowledge that fart in the elevator as every religious wacko in the world will be after their asses for talking about birth control, abortion, and medical triage.
Short answer -- A good one would take a series of Hubs, which I'm not into doing. Useless. Like trying to hold a conversation with your dog.
