    It is an optical effect caused by the sunlight heating the pavement. The pavement is heated several degrees above the general air temperature is about a 5cm deep layer. Warm air is less dense than cooler air and has a lower refractive index. When the light originating from the cold air above the boundary enters into the warmer less refractive region it bends. If light hits the boundary at a shallow angle it is reflected by the boundary, thus causing a mirage!
