There are many countries that already speak Spanish, or Portugese, to which country in the two continents were you referring? To them it wouldn't be a second language. It may be useful to implement it in the USA, but not Canada, that is already bi-lingual, perhaps they could go tri-lingual. I'm not sure if it would serve any useful purpose on the non-Spanish speaking, continental off-shore, islands.
