    What is it for?

    Not long ago I was in Vilnius (Litva). In the old town I saw this THING. Does anyone can tell me what is it for? I do not have any answer.....

    What I have is only a guess. Flip it over so that the hook goes upward, then it could pull a sledge over soil. The wide wheels would not sink to deep, and the stone would weigh down the front end so that the wheels would stay on the ground even if the sledge (or cart) was heavy. If the hook were attached to the sledge or cart by a chain, a rope, or an open metal eye-hoot, these front wheels would actually make the whole contraption steerable.

      you can not flip it over, because the wheels would not reach the soil in that case, though I feel it should be somehere like that....

      flip it over the other way, by lifting the stone over the hook and putting it down on the other side.
