There are various Apps for Apple and Android that use fun game-like structures to help you learn the basics of some languages. These can help, but they're probably not going to get you anywhere near mastery of the language.
Additionally, more comprehensive learning programs exist, such as Rosetta Stone. These are probably more effective than the Apps, but still not the ideal way to learn.
A really good way to learn is to enrol in a class that teaches the specific language transfer you want to make. For example, English to Spanish, or French to English. Whatever it may be. This option is generally more effective since you get to have interactions with others and learn directly from a professional. (Some introverts may honestly prefer one of the first methods, and that's fine too).
The best way to learn a language, as anyone will tell you, is to get out where people are speaking it! A lot of people around the world speak at least some English, so if you can use English as medium in the beginning, you will quickly pick up the language you're trying to learn due to the specific barriers of the locals.
