The both houses of the US Congress i.e. house of representatives and the senate Unanimously pass the bill initiated by senator Symington Glenn on August 3, 1978 that imposed partial economic sanctions on Pakistan due to its nuclear deal with France in 1976, using it as a tool to suspend aid to Pakistan.
In October 1990 American officials finally determined that certification was no longer possible. The triggered the pressler amendment’s sanctions, and all forms of US military assistance were cut off and new economic aid was prohibited (Economic aid already in the pipeline was nit stopped) Pakistan protested vigorously and demanded supply of either F-16 and other weapons it had purchased or the return of the more than $ 1 billion, it has already paid for them.
In May 1995, the senate foreign relations committee approved by vote of 16 to 20. Act of 196 known as the Brown amendment. It modified the pressler restrictions and while keeping the military ban inm place, allowed the flow of economic and humanitarian assistance to Pakistan along with help on the anti-narcotics front, for IMET, and for antiterrorism and peace keeping activities. The amendment, ratified by the full senate in September, also allowed the administration to release Pakistan from it’s obligations to pay for the storage of the 28 undeliverd F-16 contracted for Pakistan with a payment of 5658 million and the return of un repaired military equipment to Pakistan, out kept the MTCR sanction is place, the Brown amendment finally cleared congress in late January and was signed into the law by the president on Jan 26, 1996.
