Film noir detective movie from the 90's where magic exists.
I think this movie is from the 90s. It's kinda a film noir style with a detective(not sure if it's private or police) who is trying to solve a murder in a world where magic is commonplace. I remember him interviewing folks in big mansions with a Rolls Royce style cars outside and it had the classic noir feeling. I also remember a character having one black eye and one white eye. What movie is this?
