Film noir detective movie from the 90's where magic exists.
I think this movie is from the 90s. It's kinda a film noir style with a detective(not sure if it's private or police) who is trying to solve a murder in a world where magic is commonplace. I'm pretty sure you are talking about Lord of Illusions. Awesome movie!
I did some more keyword searches and I think it's Witch Hunt starring Dennis Hopper. I can only find it on VHS and there's no trailer online to be sure. http://www.imdb.com/title/tt0111730/
