This is just my personal opinion but i think it's because everyone wants love. Life is not worth living if you don't have love in it. So in turn listening to a song about love makes you happy.
The primary demographic for pop songs is the tween/teen market. Since they are the most hormonal, and they aren't burdened with other life responsibilities, they can devote most of their energies to romance. Therefore, it is no surprise the songs that sell the best are those that sync up with this.
