    It could be, as could Cobra in GI Joe and any other secret organization taking over the world.
    Lex Corp, though, is way too open. Make a large company, lots of legitimate reasons to have weapons through government contracts, occasionally attempt to take over a country/planet. That sort of thing in the real world lead to the term Banana Republic, and one could imagine Google cooperating with repressive regimes being the basis of a dystopia. But that's not Illuminati.

    I would have to say no.  Spectre tends to make billion dollar complexes to try to make a few million dollars.  Spectre seems an apolitical criminal organization.  Spectre may be a UN plan to undermine criminality by making it function like a government organization :-)
