I would go with some watered down peppermint tea, but yes, in moderation honey and cinnamon won't hurt him.
I've read that cinnamon and honey both have a hot temperament, so if the baby has some sore throat it's best that you avoid these. I personally use honey and black pepper for a bad cough but your baby is quite young to be tried things on. You can try only the honey as far as I know, at this age for a baby. Talk to your pediatrician for a much better advise. Wishes to your baby!
As Mom Kat says; in moderation the honey and cinnamon won't harm him but do be mindful of the tooth decay aspect and make sure you brush his teeth well after giving it to him. Never give honey to an infant under 1 yr old due to the presence of a type of bacteria that can produce toxins in a baby's intestines.
I'd caution against the honey, as it is a high allergen and not recommended for babies under 18 months of age.
