That is a pickle of a situation you have there. My blog is mainly for guys that might be at the beginning of the whole process.
I take it you're responsible for your son's insurance and healthcare costs? If you're legally responsible in your divorce papers, then you are on the hook until and unless you can have a court change that.
You may begin by using the child support services in Connecticut. They may be able to start the ball rolling. The big catch, as always, is that it will still cost you some money. Doesn't it always?
There are never easy answers, Bud1. Divorce often creates more problems than it solves. My advice: Keep your son at the top, do the best you can for him, be there for him and the financial issues will be a distant nightmare when he's grown.
