Would you prefer a rural settlement to an urban settlement?

I'd say rural. Rural areas tend to be more close knit than urban. This means you will have neighbors and friends in your community that will be there for you when you need it.
Also with budget issues in each state, schools in cities are getting worse each year. They can be overcrowded, have crime problems, and lack the community support that a smaller school can give your children. A great example of this was my own highschool. We were an extremely small charter school, I knew everyone in the school, their parents, and the locals around the school. They supported us no matter what was going on, came to our school plays, basketball games, help us set up our first football program, and we had plenty of volunteers helping the school for everything from field trips to preparing for the next school year each summer.
Rural areas do tend to offer fewer high paying jobs but the cost of living is far lower than it cities. It is also cleaner and healthier with air and water pollution.
