How often should you water a basil, thyme and rosemary plant (indoors and outdoors)?

It's like any plant - it depends on how big the pot is that it's in and the temperature and humidity inside your home. The bigger the pot (compared to the size of the plant), the longer it can last without watering. The smaller the pot, the warmer and the less humid your home is, the oftener you will need to water.
A good rule of thumb for any plant (except cactuses) is just to feel the soil below the surface. Don't just check the surface of the soil - that can dry out - but underneath it may be quite moist. If the soil below the surface is dry, then water the plant. If it's damp, then don't water it.
In terms of outdoors, this depends on your weather. If it's hot, dry and sunny, then your garden may need a good watering every morning before the sun gets high in the sky.
