The most significant and lasting tax policy introduced during World War II was the employee withholding tax (1942). For the first time, a large percentage of the American population was subject to the income tax. The federal government needed to raise an unprecedented amount of money to spend on the war effort.

Since the new income tax was creating a much larger percentage of new taxpayers, there was concern in the U.S. government that people hadn't prepared to save money to pay the taxes, and the Treasury Department was worried about confronting massive tax evasion. A group of financial advisers to President Roosevelt, led by Beardsley Ruml (treasurer of R. H. Macy & Company, the department store giant) recommended tax amnesty for all Americans in 1942. Payments on the new income tax would then be spread over an entire year, beginning in 1943, as opposed to being paid all at once. The outcome was a plan that forced employers to regularly collect taxes from their employees' salaries and send the money directly to the federal government.
