   What kind of low-life scumbaget charity food from church and then return  groceries for $$$$$?
   
   Safeway no longer donated expired food for church because somebody went back to safeway to return donated food in oder to get money.  Now NOBODY is getting expired vegetables and they are now THROWN AWAY.
   
   Now you know what barcodes are black markered on donated foods. But why or why can't Safeway 'black-ball' the few instead of punishing all who wouldn't eat as good without donated foods?

   We always find people in society that are completely devoid of any moral values, those that steal from charity boxes are the lowest of the low.  I would have thought that a big supermarket chain would manage to work out a way to prevent these people benefiting from their actions.

   I'm sure Safeway PR people are working on it, because donating food is good for their public image. Maybe some kind of register or something will work to stop these human bacteria from doing that sort of thingl.

   you probably find that they put it in a dumpster behind the store- unopened, so that people can go and help themselves- this is what happens in our local town

   Labelling the people who do this as scumbag is counter productive.
   
   Some of these people are so addicted to other things that they can't see any other way of doing things and that requires them to find creative ways of making income.
   
   Also some people who are poor don't beleive that they should have to eat goods that are out of date: as they are people too: Also some of the food stays in the charity bins for far too long. As some people on the borderline of poverty aren't game enough to ask for help and will make do eating noodles for a week.
   
   Vouchers is sort of a better system however this is rorted too. You need to fix the whole problem you can't just fix part of it.

   There will always be people who try and take advantage of the good in other people. That can't be helped.
   I do see your point about "punishing" others although it's more like "protecting" themselves so they don't have to deal with the people who try and manipulate the system.
   
   If they donate used goods that's just an extra kindness they are extending, they can choose not to do that at any time if they so desire.
