Is Golden Frieza Strongest Character in Dragon Ball?

I read alot of anime debated on social media who still think Frieza is as strong as he was on namek.
Well if you guys have watched super you will find that very untrue
My question is he the strongest besides whis and beerus now?
I wrote a hub explaining why I think so but I want to hear your answers

Well the immediate answer would be no since he got wrecked...for the third time. Lol.

Though from what the movie/anime portrayed, had Frieza spent a little more time getting used to the golden form, he would have easily killed Goku and most likely Vegeta since they can't stand working together.

Frieza certainly had the ability to be the strongest, at least in Universe 5.

Thats my point though for a brief amount of time before he lost his power he was the strongest
For him to be that much stronger than ssj blue when do you think goku and vegeta will surpass that

I don't think they should/can surpass it. SS Blue is on par with Beerus, but not Whis.

i think goku and vegeta could beat beerus now but dont know it
whis can easily defeat beerus as weve seen
frieza was able to beat goku in ss blue before losing power with about the same struggle beerus had
if freeza trained more and mastered his form he could have easily beaten beerus so what about whis
