Submit good, unique content for your hubs. Be an active member of the community by commenting on others hubs, answering questions and linking to other related hubs from your own. Just do what seems natural in here, don't try and game the site and your score will rise on it's own.
The easiest way is to just create quality hubs. Over time they increase in score and then add to your overall hubber's score.
As others have already said, good quality hubs will massively boost your score. Being an active member of the community also helps bump your score up, but you will also have to be patent! These things come with time, and work
