How come the user manual for console games don't have cheat codes or special moves in them?
the reason why the manufacturers dont include cheat codes in instruction manuals is so they can include a 'Help Line', usually premium rate phone line with a min 3 min call duration. This way they make money from you buying the game, then they make more moeny by charging you to help to cheat in it.

Developers don't make the cheat codes for the players. The reason that they are programmed into the game is so that they can test for bugs easily, without having to actually acquire whatever it is that they're trying to test.
The purpose of not showing the special moves for other games, such as a fighting game, is that through trial and error a player naturally gets better at the game. They're trying to promote the actual playing of the game rather than allow people to do it the easy way.
