A completely raw food diet has been reported to turn one or both eyes blue. Why is this?

Eye pigmentation is controlled by genetics, not by what you eat. The clarity of the eye color, meaning the iris of the eye, can change *ever so slightly* due to physical health or disease, but if you don't start out as a blue-eyed person, eating a raw diet will not turn your eyes blue.
