As the calf muscles tend to make that part of the leg the most prominent, constant friction against clothing (pants) tends to result in that area having less hair or even being somewhat hairless for many people.
I'm not sure, but it might be from spending too much time on the internet! Seriously, there could be many causes - see a physician who can do a proper history and physical to make a diagnosis.
