It may be that you live in a climate, that is colder then most areas throughout the year. Or your oil glands Beneath the facial layers, don 't secrete as much oil, as they normally would when you were a bit younger.
A little extra skin care, by using some aloe Vera gel, or a good skin moisturizer, should help with the dryness issues during the colder seasons, or in a harsh type of environment for example.
For one thing, colder air is generally dryer air. And if you are like me, heating sources dry the inside air and will play havoc with your skin. To combat this you can run humidifiers or boil water to get the humidity back up. A hot shower every day is also good for dry skin, though I recommend lotioning up soon afterward to help keep the moisture "locked in".
