I find it easier to make goals monthly or every two months. For example, HubPages writing. I began with approximately 20 short Hubs a month, increased to 25 monthly, joined the 30-Hubs-in-30 Days Challenges, Contests, and HubMob, which gives us plenty of writing ideas; and kept progressing. Using monthly goals, I can produce over 50% household income via HubPages.
