Yes - but you are likely to be charged a ridiculous fee for doing so!
It depends where you live, naturally, and the service providers in your area. Very often it is possible, though, to have such as flowers delivered that same day which were not ordered in advance at what can easily be four or five times the normal rate. I remember doing this a few years back and paying more for delivery than for what was a fairly expensive flower arrangement.
I take it that you can't buy something and take it to the recipient yourself?
