No. Because anything decided for implementation has to be time specific. Keeping 365 days in view nothing can be worked out practically, so the lines of resolutions are nothing but a beautiful arrangement of words. Rather one should take every day as an assignment for which short time resolutions would do magic.
Personally, I believe in the spirit of the idea of New Year's Resolutions. It's always good to set aside time to take stock of your life and your goals so that you can reevaluate your priorities and try to find new ways to better yourself. However, going in anything all-or-nothing just creates unnecessary stress and seems a bit counter-productive to me.
A New Year's Resolution is nothing more than setting a goal for yourself.
I'm a firm believer in striving to improve oneself year over year. Just as businesses put together their yearly goals a person should do the same. Naturally a resolution/goal is only as serious as the person who makes it. Without the creation of a plan with various milestones to track one's progress a resolution/goal is simply a "wish".
