Do you consider yourself to be published if you create a hub?
Or is being published solely based upon a 3rd party who has chosen your work for inclusion in another source such as a magazine or website?
HubPages is an excellent way to get your ideas in front of others. It isn't traditional book publishing but it is publishing.
I think when you publish it on hub pages your article is considered publish. If anythird party get interested and publish it again its much better but that does not mean that if no body publish it again your article is not published. It is published once you publish it on hub pages.
To publish is to bring to the public attention; announce...sure when I write a hub and publish is on hubpages, I'm published.
