When I first starting collecting, I would say Elliott S! Maggin and Cary Bates! Recently, until DC's Flashpoint, I'd say Geoff Johns. Since I'm no longer reading DCs (except for the occasional Showcase Presents), I'd say Kevin Smith and his The Bionic Man series by Dynamite Entertainment.
That's a good question.
Since the mid 1980's, there have been a lot of great writers that have come forward and each has had their own contribution to the medium. My gut answer is Alan Moore for Batman: The Killing Joke, The League of Extraordinary Gentlemen, The Watchmen, and V for Vendetta - as well as his run on Swamp Thing.
However, you can't discount Grant Morrison, Brian Michael Bendis, Neil Gaiman, or Brad Meltzer.
