Are hubbers allowed to publish short-short stories ± 1500 words? Covering a specific issue?
Absolutely! That's an ideal length as a matter of fact. And welcome to HubPages, MartieCoetser.
As long as the specific issue isn't in violation of TOS, publish away. Word count isn't an issue either, at least not that I've ever heard. You go over about 2,000 words you start to lose readers exponentially. This IS the Internet after all. Attention span is not a strong suit.

Not 1500 words but you will have to make do with this.

@ lorlie – thanks for your response. Nice to meet you! I’m still out of my debts in Hubs. Don’t really want to do articles (but will, if I have to). Fiction is, however, my 1st love.
@ Shadesbreath – thanks! I agree with you. Have to go check TOS. To be honest, I am not 100% sure what it is. The rules of HubPages? I saw them and read some of it, though can’t remember where I’ve found it. But I’ll have a look. Thanks!

I have always loved to write short stories, but since I have been out of high school I really have not had any time or motivation to do so.
