Sure is. Locate you local cement company and get a load of wash out. It's the stuff that they use to clean out the cement trucks with, and usually contains quite a lot of cement in it. Simply spread it out on top of your gravel, and then let it set up. Let it set for about four hours without driving on it, and you should not have to replace that for the next few years...if ever.
You will need a diagnosis in order to implement a proper fix. If it's simply spalled, then perhaps it can be resurfaced. More serious problems could lurk below. Erosion of the underlying bed, for example, can't be repaired by adding a new layer of aggregate.
