I think the answer is certainly "Yes."
When Basil was very young he grew up in England, an area with much rain and fog.
Later, as an established star, Basil was perhaps the greatest interpreter of Sherlock Holmes. In the Hound of the Baskervilles, he would wander on the bogs and moors and once again prospered despite of the fog.
So, at least in this instance I think certainly Basil was able to grow in a foggy area.
But I wonder, can Madonna grow in a virgin forest
