I believe it does apply to the tax year 2010 but did he end up getting a job that year? If so, I would go to HR Block and just have them do it all for you. They will likely make you much more money than you pay them. I paid them $50 and got $1200 more than I had calculated on my own.
Some of the unemployment compensation may be subject to tax in 2010. However, any tax due will be determined by several other factors. As suggested above: see a professional and be certain of a correct answer in your circumstances.
